REQUIRED QUALIFICATIONS: Bachelor's degree in hand by hire date. Ability to direct, train, evaluate, and supervise the work of assigned personnel; communicate effectively orally and in writing; maintain accurate and orderly records; use independent judgment and initiative; develop and maintain effective working relationships; and analyze and evaluate information. Must have more than seven years' professional experience related to position responsibilities.

PREFERRED QUALIFICATIONS: Degree in agriculture or related field with course emphasis in animal science, animal nutrition, or related areas. Direct experience in regulatory programs relating to feed, fertilizer, and seed industries. Management and supervisory experience. Proven ability toward innovative program management. Experience in developing and monitoring budgets. Experience with personal computer word processing, database, and spreadsheet programs.

CONDITIONS OF EMPLOYMENT: Defensive driving training required within three months after employment. Driving record subject to investigation. Ability to travel 33 percent of the time, including overnight, in-state trips as well as out-of-state trips. Willing to participate in professional organizations related to bureau activities. Ability to work odd hours as needed. Appropriately and professionally represent the department in the performance of duties.

DUTIES & RESPONSIBILITIES: The bureau chief, under general supervision of the division director, is responsible for administering programs under state laws governing the sale and/or distribution of feed, seed, and fertilizer products.
        * Supervise and evaluate performance of staff assigned to bureau, including training staff on programs of responsibility.
        * Provide technical data in areas of responsibility to the division director.
        * Supervise the operation of the State Seed Laboratory.
        * Responsible for product registration and auditing feed and fertilizer tonnage.
        * Establish annual goals, objectives, and work plans for the bureau including budget development.
        * Maintain effective communication with regulated industry and the public.
        * Maintain effective liaison with the FDA and other federal and state agencies.
        * Monitor inspection results and develop enforcement cases for referral to the division director.
        * Analyze effectiveness of existing programs and need for new programs to address changes in the marketplace.
        * Perform other duties as assigned.
