MEMORANDUM
To: Members of the
Natural Resources & Environment Committee From: Frank DuBois,
Director, New Mexico Department of Agriculture Date: February 25, 2001 Subject: CAFO Survey - Request for Information
In 1998, NASDA completed a survey to obtain information about state requirements and programs regarding Animal Feeding Operations (AFOs) and Concentrated Animal Feeding Operations (CAFOs). The survey results and specific data collected have been valuable policy and educational tools, especially since more national attention has been focused on the environmental impacts of animal agriculture. Many of you have requested and used the survey information. Congressional staff have continuously requested the survey to help them develop policies and make a case on the need for increased state funding resources. In addition, NASDA has used the survey to explain and promote state activities/programs with federal agencies, policymakers, and the media. Your assistance is needed to make sure the survey information for your state is up-to-date and current. This data and information will be even more important for our work this year. As you know, the Environmental Protection Agency (EPA) has proposed new CAFO regulations with comments due May 2, 2001. The updated state survey will be helpful in our ongoing discussions with federal agency and congressional offices. Attached is a copy of the "State Survey on Waste and Manure Management Regulations" with the original questionnaire form. You can write comments directly on the survey or fill in the questionnaire to describe any changes in detail. The document is also posted on NASDA's website in the "Members' Only" section. Please respond with your state information by April 6, 2001. Comments can be faxed to Tom Sommer at NASDA at (202) 296-9686 or by email at tom@nasda-hq.org. |
