CERCLA (Superfund) Regulation of Manure

Recent lawsuits against livestock and poultry operations have claimed animal manure products should be regulated under Superfund hazardous waste laws. NASDA and a coalition of other agricultural organizations are supporting legislation (H.R. 4341 and S. 3681) introduced in the 109th Congress to clarify that manure was never intended to be regulated under the Comprehensive Environmental Recovery, Compensation & LIability Act (CERCLA) or the Environmental Protection and Community Right-To-Know Act (EPCRA).
