There will not be any shuttle service to/from the airport neither by the Westin nor by Washington State staff.  There are shuttle services that guests can take or they can use a taxi which is roughly $35.  The shuttle which stops at several downtown hotels is Grayline.  You can make reservation via the website, or pay on the bus (cash only) http://www.graylineseattle.com/airportexpress1.cfm.
