NASDA adopted a policy on industrial hemp in September 2002. NASDA Members have since voted in favor of three Action Items on hemp including support for the Industrial Hemp Farming Act, a comprehensive item to move towards a fully commercialized industrial hemp industry, and a call for uniform industry standings for testing. According to the National Conference of State Legislatures, at least 41 states have passed laws related to industrial hemp. At least 39 states have laws allowing for the establishment of industrial hemp research or pilot programs (last updated August 2018). In January 2018, Colorado was the first state to have a certified U.S.-bred hemp seed.
