Biography

Cary Giguere officially joined the NASDA Foundation Team in October 2025 after working under contract as one of NASDA’s Pesticide Inspector Residential Training (PIRT) Coordinators for a little over a year . In this role, Cary will still be working with the PIRT program in addition to supporting a grant from USDA’s office of pest management and policy designed to help build trainings to help support State regulatory efforts and the enforcement of pesticide mitigation measures for protection of Endangered Species Act (ESA) listed species. Cary was most recently the Director of enforcement for the Vermont Cannabis Control Board. Prior to that he was the Director of the Public Health, Agricultural Resource Management division (PHARM) at the Vermont Agency of Agriculture, Food and Markets. This included management of 28 regulatory programs including the feed, seed, fertilizer, nursery, vector management, hemp and finally the pesticide program. He also has extensive experience in translating EPA’s goals into workable solutions for the nation’s pesticide programs through his leadership in the American Association of Pesticide Control Officials (AAPCO) and the State FIFRA Issues Research and Evaluation Group  (SFIREG). Cary lives in Northfield Vermont where he and his family operate a small maple sugaring operation.
