Dear Chairman Capito, Chairman Guthrie, Ranking Member Whitehouse, and Ranking Member Pallone:

The National Association of State Departments of Agriculture (NASDA) commends the committee for its work in support of farmers, ranchers, and rural communities. NASDA represents the Commissioners, Secretaries, and Directors of agriculture in all 50 states and 4 territories. NASDA members are co-regulators with the federal government and strong advocates for American agriculture. At the 2025 NASDA Winter Policy Conference in February, NASDA members adopted policy supporting the year-round sale and use of E15 fuel. As such, we are encouraged by the Nationwide Consumer and Fuel Retailer Choice Act of 2025 (H.R. 1346 and S. 593) and urge its swift passage.

As of September 2025, the National Agricultural Statistics Service (NASS) is forecasting 16.8 billion bushels of corn to be harvested in 2025, a 13 percent increase from 2024. NASS has also predicted record high yields for corn and other row crops across the country, particularly for many states in the Midwest and Southeast. U.S. farmers are continuing to innovate and improve their yields – considering the present market uncertainty, now is the time to expand ethanol production in the United States allowing American-grown corn and other feedstocks to directly benefit Americans at the gas pump.

Americans across the nation strongly support year-round access to E15. Recent polling1 on behalf of the Renewable Fuels Association shows that 72 percent of registered voters support increasing the availability of E15 blends, with two-thirds of the respondents specifically supporting the Nationwide Consumer and Fuel Retailer Choice Act. American consumers want more options at the pump, and they want solutions driven by American energy independence.

NASDA urges you to act swiftly to bolster domestic biofuel production and utilization by supporting the Nationwide Consumer and Fuel Retailer Choice Act of 2025. By ensuring the availability of nationwide year-round E15, you would be supporting the timely creation of new markets for American farmers, reducing our energy dependence on foreign countries, expanding consumer choice, and eliminating inefficient federal regulatory barriers.
