Dear Members of Congress:

The undersigned organizations write to encourage you to cosponsor H.R. 8137, bipartisan legislation to expand domestic biomanufacturing capacity. As the United States works to strengthen its manufacturing base, enhance supply chain resilience, and grow the domestic bioeconomy, this legislation represents an important opportunity to expand investment and bolster America’s global leadership in biomanufacturing.

H.R. 8137 would allow taxpayers to claim either a production or investment tax incentive to build new biomanufacturing facilities that produce materials and chemicals from biomass feedstocks. This will help leverage the private sector investment necessary to expand America’s biomanufacturing production capacity. A strengthened U.S. bioeconomy will create new economic opportunities for rural communities, increase market opportunities for farmers, and expand choices for consumers. The legislation will also strengthen our national security by reducing reliance on foreign supply chains while enhancing American competitiveness.

As Congress considers policies to promote domestic manufacturing, innovation, and economic growth, H.R. 8137 offers a practical, bipartisan approach to advancing these shared priorities. We respectfully encourage you to join as a cosponsor of this important legislation.
