Background
The National Association of State Departments of Agriculture (NASDA) is a non-partisan, non-profit association representing state departments of agriculture.
NASDA implements international programs under the Regional Agricultural Promotion Program (RAPP), the America First Trade Promotion Program (AFTPP), and the Market Access Program (MAP) to expand market access, address technical barriers to trade, and strengthen regulatory systems that support U.S. agricultural exports.
Objective
NASDA seeks a consultant to support international food safety and regulatory engagement activities that facilitate trade and align with RAPP, AFTPP, and MAP priorities. This work supports efforts to reduce technical barriers to trade and promote transparent, risk-based food safety systems consistent with international standards.
Scope of Work
The consultant will provide flexible, cross-cutting technical and coordination support to advance NASDA’s international food safety programming, with an emphasis on strengthening regulatory systems, supporting science-based approaches, and reducing barriers to agricultural trade across priority markets.
Activities may include:
- Support engagement with the Food Safety and Standards Authority of India (FSSAI), including technical exchanges and regulatory discussions
- Work with the Food and Agriculture Export Association (FAEA) on food safety-related topics and ongoing initiatives
- Evaluate the potential to support delivery of FSMA-related trainings in partnership with the Inter-American Institute for Cooperation on Agriculture (IICA)
- Deliver technical support for food safety systems and import frameworks in Southeast Asia, specifically Thailand and Vietnam
- Support implementation of activities in Kenya in collaboration with NASDA’s in-country representative
- Provide technical expertise on food safety systems, regulatory alignment, and trade-related issues across NASDA trade programs
- International and domestic travel required to support program activities

- Period of Performance: Project-based, aligned with RAPP, AFTPP and MAP timelines
